Meta's safety departures reflect a pattern of dissolving internal oversight teams. Frances Haugen, a product manager on the Civic Integrity team, leaked tens of thousands of internal documents revealing that the company knew its algorithms amplified hate speech and harmed teen mental health — then testified before Congress. The Civic Integrity team itself had been dissolved after the 2020 election. Zvika Krieger, Meta's first-ever Director of Responsible Innovation, left before the company formally disbanded that team in September 2022. In both cases, the teams charged with identifying harms were eliminated rather than empowered.
